Section I - Organization
President: To negotiate all golf tournaments in regard to green fees, cart rentals, bonuses, meals and whatever other items are necessary for the monthly golf games. To preside over all association meetings. Vice-President: To take over the duties of the president in his absence. To negotiate prizes with restaurants and other business establishments on behalf of the association. Secretary: To distribute minutes of each meeting held by the association. To assist the Treasurer in bookkeeping, budgeting, and reporting thereon. Treasurer: To keep the books and to report at each meeting the financial status of the association. To assist the secretary in the bookkeeping and reporting. Meetings: Membership meetings are held on the Monday evening following the monthly golf outings at 6:00 PM. Membership meetings expenses are subject to member expense, and are open only to the active members, associate members and guests who have participated in the previous Sunday golf outing. Quorum: 1) Normal business transactions require a quorum of 1/3 membership plus one. 2) Financial policy changes require a quorum of 2/3 membership plus one. NOTE: All transactions require a majority vote of the quorum. Motions: Any motion to be made at a membership meeting must be submitted in writing to the Executive Committee one month prior to the next club meeting. The Executive Committee will then place the motion on the agenda for that meeting with their recommendation for action. Discussion for or against the motion (if it is seconded) will be limited to a total of 8 minutes. No one speaker shall have the floor for more than 2 minutes. After the discussion the motion will be brought to a vote or put over to the next meeting for further discussion at the option of the Presiding Officer. Section II - Financial Initiation Fee: Each active member is charged an initiation fee of $100.00 to provide a funding base for reservation deposits and club functions as decided by the membership. This fee is non-refundable. Inactive Members: Members must attend at least nine monthly outings and eight meetings. Members who do not meet the activity criteria will have their memberships referred to the membership committee and disposition at the end of each calendar year. The committee will consider extenuating circumstances such as illness, employment and other unavoidable causes for absence. Associate Members: The VGA will have associate members. These associate members will be charge a $70 annual fee. The associate members will be offered full membership in the event of a vacancy. Preference will be given to those members on the waiting list. To qualify for placement on this waiting list the associate must post a $20.00 deposit. Placement will be in chronological order of receipt of deposit. An associate may decline full membership once, but if he refuses on the second opportunity he will be dropped from the list, and his $20.00 deposit will be retained by the VGA. In the event he accepts either invitation, his $20.00 deposit will go toward his initiation fee. Associates will be allowed to play in our monthly tournaments provided there is an opening. Fees to play will be assessed according to the scheduling committee. These fees must be deposited with the secretary when the associate signs up for a "Space Available" outing. These deposits are to be refundable if space is not available and non-refundable if the member accepts the space when he is notified of availability and then fails to show up for play. NCGA: Each active member is to be assessed annually for membership in the Northern California Golf Association. The annual club dues for the NCGA associate membership will be paid for by the VGA. Monthly Dues: Each active member must pay $85.00 dues each month. This fee is to cover the green fees and cart at the monthly outing plus other VGA expenses incurred by the association. Delinquent Fees: Any active member falling 60 days behind in monthly dues is automatically terminated from the association. Late charges will be assessed against each member who is late in paying. The late charge is to be $10.00 if payment is not received before the first of the following month. If the dues are not paid between the first of the month and the date of the next tournament an additional $10.00 will be assessed. The $85.00 monthly dues could then cost $95.00 if not paid on time. Any other assessment made upon a member which is not paid within fourteen days of billing will be increased by a $10.00 late charge. Sign-Up Fines: Any member failing to sign up timely on the monthly sign-up sheet indicating his willingness to play or his decline to play will be fined $10.00. (See Section III for time schedule). Any member failing to notify the tournament director of his inability to play 24 hours prior to tee-off time will be fined $10.00 Treasury: All funds are to be held in a demand deposit checking account at Bank of America, El Camino/Kiely Branch. All checks are to be signed and countersigned by any two signatures of the President, Secretary, or Treasurer. Expenses: Incidental operational expenses, deposits, green fees, prizes, and cart rentals on behalf of the organization are to be paid from the treasury. Prizes: Prize expenses are subject to member expense. A three member prize committee will be responsible for caring for, placing and retrieving the signs for short drive, long drive, and closest to pin. The committee will also buy the prizes and award them at the meetings. Non-Anticipated Expenses: Assessments required for any non-anticipated expenses are subject to membership vote. Hole-In-One: In the event any member scores a hole-in-one during a scheduled club event, the VGA will buy each member playing in the event one cocktail at the host clubhouse. The VGA will also award the member scoring the ace a suitable trophy. Section III - Tournaments Tournaments: Annual Club Championships for Active Members will be conducted during the monthly golf outings. Tournament formats are Match Play Elimination for the Annual Club Championship, and Better Ball Match Play for the Annual Partners Championship. Tournament Committee: The Tournament Committee will obtain the times at various courses during the year. This committee will also confirm each date with the host golf club as to times and availability of carts a week prior to the outing. Section IV - Guests Guests: Members may bring a guest if we have extra tee times after the prescribed sign-up deadline, but the guest fee will be the responsibility of the member in all cases. If we have a "no-show" guest and we are assessed monies from the golf course, the member will be responsible. All guests must have a sponsoring member. Each member must notify the secretary prior to noon on Friday of the week preceding the golf date (9 days prior to the golfing Sunday) as to his and/or his guests attendance. Guests do not participate in the VGA prizes. The guests will be charged the same as an associate is charged, i.e., a minimum of $65, depending on the expenses of the golf course being played. This fee must be paid at least a week in advance of the tournament and will include the Monday night dinner following the tournament. Player Proxies: No member will send a proxy to play in his place. Overnighters: The VGA will sponsor an overnighter once each year, and each active member will be entitled to bring the girl of his choice. Food and room will be paid for by the VGA. Golf facilities will be provided for the girls as an option, but will be at the expense of the individual member. Section V - General Rules of Play Rain Dates: In the event of a cancellation of a golf outing due to rain, we will endeavor to play the following Sunday. In the event of more rain or lack of facilities to play on the rain day, golf for that month will be cancelled, and fees will stay in the treasury of the association. Wagering Handicaps: Handicaps will be established and maintained according to the rules of the NCGA. Mulligans: Members will not be given a "mulligan" for any missed shot during VGA play. Hole Out: All holes will be putted out during VGA play (no gimmies!). The only exception is that a member must pick up after 10 strokes and taken an eleven for the hole if no bets are affected. Slow Play: The low handicap golfer of each playing group will be the marshal of that group and will be responsible for keeping play moving along at an acceptable rate, keeping score, and officiating minor disputes. |
